Strategic Operations Command (SOC) Overview
The Strategic Operations Command (SOC) serves as the operational and enforcement arm of the Interagency Accord Commission. SOC is operated under the authority of a designated military commander and functions within a structured command framework emphasizing lawful execution, accountability, and interagency coordination. The command integrates military discipline, intelligence oversight, and operational planning in support of IAC defense objectives.
SOC is organized into five mission-aligned directorates:

Directorate I – Counterproliferation: Interdiction and enforcement related to weapons, advanced technologies, and controlled materials.

Directorate II – Counter-Drug Operations: Disruption of transnational criminal and trafficking networks.

Directorate III – Export Control & Compliance: Enforcement of export regulations, sanctions, and sensitive technology controls.

Directorate IV – Advanced Systems R&D Oversight: Governance and coordination of advanced and emerging defense-relevant systems.

Directorate V – Operations & Drone Command: Operational planning, unmanned systems, surveillance, and tactical execution.

The Interagency Accord Commission operates through a coordinated interagency framework designed to ensure lawful, sustained, and accountable operations. Through structured collaboration with the Federal Bureau of Investigation, the National Security Agency, the Department of State, and the United States Special Operations Command, the IAC aligns investigative, intelligence, diplomatic, and military functions under established legal authorities. This integrated model enables lawful military interdictions and special operations, reinforces compliance and oversight, and supports sustained mission execution across domestic, foreign, and national security domains consistent with recognized U.S. government operating standards.

SOC-M (Military Integration Component)
SOC-M serves as the military integration component of the Strategic Operations Command, providing the formal interface between SOC activities and designated U.S. and allied military forces. Operating within established joint and service-level frameworks, SOC-M enables the alignment of military capabilities with SOC-led missions while preserving existing command authorities and chains of command. This construct allows military units to support SOC operations through pre-coordination, planning integration, and approved tasking mechanisms, ensuring that defense resources can be employed in a disciplined, lawful, and interoperable manner when required.

SOC-M is designed to facilitate coordinated integration with U.S. military service components, including the United States Air Force and the United States Navy, in a manner consistent with established joint operations and service authorities. Through this construct, SOC-M enables planning synchronization, capability alignment, and approved support relationships that allow air, maritime, and space-enabled forces to contribute to SOC missions without disrupting existing chains of command. This service-aligned approach ensures that SOC operations remain interoperable with core military mission sets while preserving the operational integrity and statutory roles of each service.
