Ministry of Defense
Responsible for defense coordination, operational readiness, and security governance in support of the Commission’s mandate.

Ministry Overview
The Ministry of Defense is responsible for defense coordination, security governance, and operational readiness in support of the Interagency Accord Commission’s (IAC) mandate. Its role is to ensure that security considerations are addressed in a structured, lawful, and forward-looking manner as the Commission operates across evolving terrestrial, orbital, and future extraterrestrial domains.

The Ministry develops defense policy frameworks, coordination mechanisms, and readiness models designed to address emerging security challenges while maintaining institutional stability. This includes aligning defensive planning with the Commission’s broader governance objectives, supporting deterrence and risk mitigation efforts, and ensuring that security activities remain proportional, accountable, and strategically coherent.

A central function of the Ministry of Defense is coordination. The Ministry works across civil, military, and institutional boundaries to manage seam conflicts, reduce jurisdictional friction, and ensure that security responsibilities are clearly defined and effectively executed. By emphasizing coordination over unilateral action, the Ministry reinforces lawful order and minimizes the risk of escalation or governance gaps in complex operational environments.

The Ministry of Defense operates in close collaboration with the Ministry of Finance to ensure that defense planning is supported by sustainable resource allocation and disciplined fiscal oversight. Defense requirements, risk assessments, and readiness priorities inform financial planning, while fiscal constraints and long-term sustainability considerations shape defense posture and capability development. This integrated approach ensures that security objectives are achievable, accountable, and enduring.

As the Commission evolves, the Ministry of Defense is structured to adapt its frameworks to new technologies, operational environments, and future off-world contexts. Its mandate emphasizes foresight, continuity, and institutional legitimacy—ensuring that security governance evolves alongside the Commission’s mission while remaining grounded in coordination, restraint, and responsible stewardship.

About the Ministry of Defense
The Interagency Accord Commission (IAC) operates as a coordinated interagency program office, aligned with the U.S. Department of the Air Force (DAF) and the Department of State (DoS). Structured similarly to Air Force–managed national security and capability programs, the IAC integrates policy development, operational coordination, and interagency execution across defense and diplomatic domains. This joint operating model leverages established Air Force governance and mission frameworks while remaining synchronized with Department of State authorities, ensuring activities are conducted within recognized federal structures and consistent with U.S. national security and international engagement priorities.
Joint Command and Defense Oversight
The IAC Ministry of Defense provides strategic oversight of the IAC Forces and their integration within established defense and joint-command frameworks. Operating in alignment with the Office of the Joint Chiefs of Staff, the Ministry establishes unified command relationships, operational standards, and joint planning mechanisms. The Ministry integrates the Strategic Operations Command (SOC) with the IAC Forces to ensure coordinated execution of missions under coherent military leadership, joint doctrine, and recognized command-and-control structures.

The Office of the Joint Chiefs of Staff provides senior military coordination and strategic integration across the IAC Forces and U.S. Department of Defense elements. Composed of senior leadership perspectives aligned with the Chiefs of Staff of each U.S. military service, this office is responsible for integrating, deconflicting, and synchronizing conventional military capabilities with IAC Forces activities. Through this construct, the IAC ensures that operations involving U.S. military forces are coordinated through established joint principles, preserving service authorities, unity of effort, and operational coherence across defense domains.
